When an individual seeks to activate a new mobile phone, they will be required to undergo a facial scan facilitated through the PASS app, a platform jointly operated by South Korea’s three main telecom carriers. The system will then instantly compare the live scan of the applicant’s face with the official photograph on their government-issued ID card. A successful match is required to proceed with the activation, effectively blocking any attempt to use another person’s credentials.
